The parents of 20-year-old Zoe Dowdell had to wait 382 days before seeing the video capturing the moment of their son’s death in a 2017 police shooting. Police refused to release the dashboard camera recordings until last Thursday, when they were made public with a prosecutor’s report declining to charge any of the five New Britain Police Department employees who shot into Dowdell’s car.
